If your team has git workflow restricts creating PRs to master, which is a default target, you may find this extension helpful.
By default, it will make a confirmation dialog to appear whenever you attempt to create a PR targeted to master. You can whitelist organizations and usernames in the extension options to limit where the confirmation will appear.
